The U.S. Interagency Council on Homelessness (USICH) is the only federal agency with a sole mission focused on preventing and ending homelessness in America. 

USICH is advised by a Council, which consists of 19 federal agencies that help create and catalyze the implementation of the Federal Strategic Plan to Prevent and End Homelessness.

USICH works across federal, state, and local governments, as well as the private sector, to help communities create partnerships, use resources in the most efficient and effective ways, and employ evidence-based best practices.

All In is the federal strategic plan to prevent and end homelessness. The plan will be updated annually to reflect the latest evidence, progress, and input.

All In sets an ambitious goal to reduce homelessness by 25% by 2025 and encourages state and local governments to use the plan as a blueprint for developing their own strategic plans and for setting their own ambitious goals for 2025.

The plan is built around six pillars:

  • three foundations — equity, data and evidence, and collaborations
  • three solutions— housing and support, crisis response, and prevention

Within each pillar are strategies and actions that lay the groundwork for a future when no one experiences homelessness, not even for one night.
