The Department is the advocate, expert, and clearinghouse on community mental health and substance abuse issues and programs for Commissioners Court.  The Department leads in the planning, coordinating, advocating, and organizing of community behavioral health stakeholders in activities to continually improve the availability of services in this community.

The department's essential duties are to develop and monitor behavioral health services that: 

  • Increase early identification of behavioral health needs,
  • Promote access to care, and
  • Promote continuity of care.

The Criminal District Attorney's Office analyzes all felony and most misdemeanor charges filed by law enforcement agencies in Bexar County reviews these charges to decide if enough evidence exists for further prosecution, and determines how best to proceed in the interests of justice.

The District Attorney seeks to require defendants who are found guilty of a crime to take responsibility for their actions and for any harm they have caused but also works to lessen recidivism, prevent crime, and make Bexar County a safer and better place to live, work and raise children.

In addition to their responsibility for criminal prosecutions in Bexar County, the District Attorney also serves as legal counsel for Bexar County, county officials, and county employees in all matters related to their governmental functions.

The Office of Historic Preservation (OHP) protects the historical, cultural, architectural, and archaeological resources that make San Antonio unique.

Our office promotes preservation through the creation of local historic districts and local individual landmarks. Along with the Historic and Design Review Commission (HDRC), the OHP oversees a design review process for exterior alterations to historic landmarks and districts, properties within the RIO districts (spanning the San Antonio River), public properties, and public art to ensure that modifications and changes are appropriate for historic resources.

We coordinate with other City departments to comply with required environmental review processes to protect historic resources.

The OHP is also committed to historic preservation outreach and education. We have established a Preservation Academy to host lectures, workshops, and events promoting historic preservation to the community. We have offered Window Restoration Workshops, a Homeowner’s Fair, and many other activities to share information about caring for historic resources.

On July 5, 2015, the World Heritage Committee inscribed San Antonio’s five Spanish colonial Missions on the World Heritage List.

The five Missions became the nation’s 23rd World Heritage inscription, taking their place among other great American historic and cultural institutions, such as the Statue of Liberty and Independence Hall, in addition to natural treasures, including the Grand Canyon, and world wonders, like the Great Wall of China and the Taj Mahal. The Missions, which are the largest collection of Spanish colonial architecture in the U.S., are the third World Heritage designation in the U.S. since 1995 and the first in Texas.
