Custody evaluation is defined by the Texas Family Code as “an evaluative process in a contested case through which information, opinions, recommendations, and answers to specific questions asked by the court made by made regarding conservatorship of a child, including the terms and conditions of conservatorship, possession of or access to the child, including the terms and conditions of possession or access or any other issue affecting the best interest of a child and made to the court, the parties to the suit, the parties attorneys, and any other person appointed under this chapter by the court in the suit. [Texas Family Code Section 107.101(1)].

Custody evaluations are ordered by the Court in connection with a divorce, request to change conservatorship, or other suit affecting a parent-child relationship. A custody evaluation involves home visits, interviews of parents, interviews of children (both the subjects of the suit and other children living in the home) observation of parents and children interacting with one another, background checks, and many other elements that are defined by law.  Custody evaluations can be requested a party but can also be ordered by a judge without a request from either party. While the Texas Family Code outlines the requirements for an evaluation and the qualifications of an evaluator, In Bexar County, the Domestic Relations Office, located on the third floor of the Bexar County Courthouse, maintains a list of custody evaluators who have already been determined to have met the qualifications and are therefore approved to provide services in the Bexar County Courts. The surrounding counties may or may not maintain a specific list, but those who are listed on the Bexar County Evaluators List meet (or exceed) the criteria outlined in the Texas Family Code and are qualified to provide custody evaluations in any county in Texas. Cherie Shulter provides custody evaluations in Bexar and surrounding counties on a limited basis. She also provides oversight for the following providers who are also on the Bexar County Evaluators List: Corrina Espinosa Herrera, LPC-S, Bexar County Evaluator Number 1134; Lillian Little, LMSW Bexar County Evaluator Number 1634; and Elvira Marquez, LPC Bexar County Evaluator Number 1419.

The term “DFPS Services” refers to services performed under a contract between Alamo Heights Counseling, Inc and the State of Texas Department of Family and Protective Services. A service is not necessarily a DFPS service just because the service is recommended by an employee of DFPS. Only when they services are required by DFPS to complete a Family Plan of Service or when the services are being paid for by DFPS is the service truly considered to be a “DFPS Service.”

These services may have additional requirements beyond HIPAA, informed consent, or insurance guidelines. DFPS Services may have additional requirements in terms of required paperwork, releases of information.

Our trained advocates connect clients to resources and services through a continuous, streamlined support process. From shelter and housing to employment and legal assistance, we ensure the needs of survivors and their families are met.

Our advocacy services can be accessed at any point after an incident of sexual violence, from immediate crisis support and hospital accompaniment to navigating legal and judicial systems.

If you or someone you know has been impacted by sexual violence, you can request one of our advocates at any time.

  • Application and enrollment assistance (Crime Victim's Compensation, Address Confidentiality Program, Medicaid, Food Stamps, etc.)

Most common referrals:

  • Legal Assistance: To provide access to low-cost or free legal information, advice, or representation.
  • Housing/Utility Assistance: To find shelter, help with bills (rent, mortgage, gas, electric, phone, water, etc.), or help to break a lease.
  • Food: For access to direct food services provided by food pantries, food banks, etc.
  • Specialized Counseling: For specialized counseling services outside of our scope (i.e. substance abuse care).
  • Follow-up Medical Care: To monitor health through regular physical exams and/or medical tests by a doctor.
  • Inpatient Care: For those in need of a diagnosis or treatment that requires an overnight stay at a hospital.

What are Movin' On Workshops?

Unconventional, interactive workshops that encourage  youths ages 13 - 19 years of age to "think" and develop skills while having fun.  Youth are taught to use the skills that they do not even realize they have to solve real world issues and deal with challenges that they will face after leaving foster care.

YTIA recognizes that youth learn in a variety of ways and that preparing to leave foster care begins when you enter foster care and that is why our Movin' On Workshops are:

  • Tailored to meet youths where they are in life
  • Divided into three categories based on the youths age and/or ability
  • Can be created specifically for the youths needs
  • Focus on specific categories of life skills
  • Have an emphasis on preventing and /or mitigating legal effects

Workshops are divided into three categories:

  • Get Ready - Designed for youth 13 - 15 years of age.  
  • Transitioning Out - Designed for youth 16 - 18 years of age. 
  • 18 and Free - Designed for youth 18 and older who want to know what it's really like once you "age out of the system"  or who have "aged out of the system" and need help making it on their own.

Schedule of Fees
• Non-Refundable retainer of $425.00. Services will be charged against this retainer.
• You will be billed at a rate of $85.00 per hour for services provided.
• Travel Policy - There is a travel expense, of mileage as well as a hourly rate of $75.00 per hour for time traveled, for any meetings outside a 15 mile radius.
• Scheduling Policy - When scheduling/booking a ARD/IEP date in advance, you will be required to pay a $100.00, NON-refundable fee to hold this date. This fee will be applied to your child's account and will be utilized as a credit towards your overall bill statement. Should the date of your IEP/ARD change for any reason, without 5 days' notice, this fee will not be credited or refunded to your account in anyway. To reschedule or re-book a new date and time you will be required to re-pay the $100.00 to hold the new date and time.
• Services begin when advocate has agreed to take your case, the retainer fee is paid in full and the contract has been signed.

SACADA provides recovery coaching and support services to individuals with or at risk of alcohol and drug problems by providing clients both online and face to face options to connect with a Peer Recovery Support Specialist.

Our program supports both adult males and females in Bexar and the surrounding counties with the goal of increasing the prevalence and quality of long-term recovery from substance use disorders. Recovery Coaches can help individuals establish linkages with community organizations that can assist them in accomplishing their long-term life goals. Coaches also provide role modeling and mentoring as a way of guiding individuals to find their own pathway to recovery.

Our recovery grants also allow for targeted services. Recovery Coaches provide recovery support services to the general community, work alongside EMS and other first responders to assist persons who overdose using opioids, collaborate with various specialty courts to provide recovery coaching and with hospital departments that help new moms obtain recovery support services.

Telephonic and virtual recovery support is available from Monday-Friday 7:00 AM-8:00 PM. 

Recovery Support Groups via Zoom are held daily Monday-Friday 2:00 PM and 6:00 PM.

For over 9 years, CIW has been teaching, educating, training, informing, and showing injuredemployees how to make informed decisions as they navigate the complex workers compensation system in order to preserve their workers compensation benefits with the help of their healthcare provider and attorney or ombudsman as they safely and timely return to work.

  • Healthcare Consulting Services

CIW offers consulting and educational services to health care providers who experience delays with getting paid, have been denied payment, or need help to resolve other carrier problems or need staff training. Unfortunately, we are not attorneys and even if we were, our Charter limits us to providing education and training services. But education and training is what the staff from health care providers need to become more efficient in processing the payment of bills.

Texas RioGrande Legal Aid’s (TRLA) Veterans Advocacy Project (VAP) hosts a legal clinic for eligible veterans*, widows and spouses of veterans, and current service members to speak with a lawyer about their civil legal needs including housing evictions, HUD-VASH, Social Security, Supplemental Security Income (SSI), SNAP/food stamps, Medicaid, VA benefits, wills & probate, advance directives, and much more.
